Availability of OpenAI API in China

OpenAI
OpenAI API
The Service
The OpenAI API provides powerful AI capabilities via endpoints for text generation (GPT‑3.5, GPT‑4), embeddings, code generation, and image generation (DALL·E). It's widely used in chatbots, content creation, summarization, analysis, search, and more. The API supports REST and streaming responses and integrates easily with web, mobile, and backend frameworks. Developers benefit from continuous model updates, fine-tuning, and a scalable pay-as-you-go pricing model.
Availability in China
As of July 9, 2024, OpenAI officially blocked API access from mainland China, Hong Kong, and Macau—all non-supported regions - not including Taiwan. Despite intermittent workarounds, API calls are frequently rejected or result in account suspension. Chinese developers previously reliant on OpenAI are now transitioning to domestic models - Baidu ERNIE, Alibaba’s Tongyi Qianfan, iFlytek - often incentivized to migrate. While Microsoft’s Azure OpenAI remains accessible via China-compliant Azure China, it requires enterprise-level enrollmen. For apps targeting China, region-based abstraction layers are strongly advised, or switching entirely to local AI model APIs.
